Checchi prepared a comprehensive analysis of governance issues in Paraguay as they related to USAID’s country program strategy. The assessment considered constraints to progress in both economic development and the further political democratization of Paraguayan society and government; assessed the effectiveness of USAID’s portfolio for improving the climate of democracy in Paraguay; and suggested a conceptual approach for identifying new activities to further democracy and more effective governance.
